If you are deemed by credit card issuers as a bad risk and are struggling to get a credit card then your credit rating (assuming that you have checked that there is nothing untoward going on), needs to be improved the good old fashioned way, effectively, you need to earn that trust back.
The only way to repair your credit rating once it is tarnished (by things like late payments or defaulted payments) is to start paying all of your bills on time and borrowing small manageable amounts that you can pay back reliably. You should be very wary of so-called 'credit repair'firms as they have no authority to amend your credit report.
You may even be forced to play the game a little and (providing you can be totally sensible about this and not get carried away) take out a high interest card that is not too difficult to get approved for and just make sure that you make those payments on time, every month for say, 6months. If done properly, this will get you back on track with regard to your credit rating and your perceived reliability.
